FICRA Building Trust Board Meeting Minutes, Thursday, March 12, 2026, 7:00 PM Nichols Community Center, Fox Island, Washington

Call to Order 7:03 PM
Welcome and Introductions: Wes gave a brief overview of FICRA including a brief history and overview of the committees and community programs supported by FICRA. Board members also introduced themselves and the capacity of their functions. The visitors introduced themselves as possible candidates for upcoming Board positions.
Public Comments: Joan asked about the flag being lit. Arlyn said she would take on that role of inquiring about costs for a new flag pole and having it lit.
Consent Agenda:
- Approval of January and February minutes (no quorum in February)
- 2026 Budget * (Budget not approved but Hal will initiate a zoom call with Board members before the next meeting to allow Board members additional time to review it)
- Additional Expenditure of $650 for weeding of the infield
Craig made a motion to approve the minutes for January and February and the $650 additional expenditure. Arlyn seconded the motion. Vote was unanimous on items (1) and (3) of the consent agenda.

Project Manager Report (Jim):
Buildings and Grounds – The Emergency Prep AM broadcasting equipment supplier/advisor, Information Station Specialists (ISS) has submitted the FCC application. We are still awaiting FCC approval.
Nature Center (Ed Burrows): A new contractor has been secured for the Nature Center sign replacement.
Emergency Preparedness (EP): Family and neighborhood emergency preparation continues to be the primary focus for 2026. The Emergency Prep website (fi-ready.org/Prepare in a year) for March stresses water sourcing, storing and preserving.
Neighborhood Watch: Sheriff Deputy report is the same as February – basically a crime free month.
FIARC (Fox Island Amateur Radio Club): The next step is to install a repeater antenna at the NCC to strengthen the signal so neighborhoods can communicate both internally and with other neighbors. This should be completed in March.
Other Projects: Dollar assist to scout family. Scouting has become expensive for some families with fees and uniforms. FICRA will assist as needed. Rick Baze (lawn maintenance has asked for an additional fee of $10 per hour (from $50 to $60ph) to include equipment maintenance. Arlyn made a motion to increase Rick’s per hour fees to $60 per hour. Craig seconded the motion. The vote was unanimous. Motion carried.
Event Report (Candy): Candy will send, under separate cover, current monthly listings of events with questions to the Board. Next events at the NCC are the adult egg hunt on March 28, 2026, and the children’s egg hunt on April 4, 2026. Baseball signups are at about 70 for island youth, pre-k through 3rd grade. Pre-K is now closed for enrollment and additional children are wait-listed. All-island garage sale made about $1700 last year. Dannie McLaughlin agreed to lead efforts this September.
Previous/Ongoing Business
Nature Center Signage: The Nature Center asked when the installation of the new sign would take place. New signage has been accrued. Wes will put new signage in place
Baseball Field Project: Field is weeded (see above). Additional dirt to be applied. Candy asked if it was time to purchase additional bleachers. We have one wooden set where the top boards must be replaced due to rot and broken slabs. The underlayment seems to be in good shape. The cost of aluminum benches for the dugouts and two sets of bleachers would be expensive. A concrete pad underneath is needed to assist with mowing needs. Chris Hansen did concrete work for us in the past. Candy agreed to get an estimate for that. Wes will investigate the bleacher/bench costs. Jim reminded the Board to use the project test form.
New Business
FICRA Fair Improvements: We received feedback from last year’s fair about the placement and audibility of the Star-Spangled Banner and the parade format. Wes asked if we could use the track around the field for the parade. Hal mentioned that the vendors all park back there which would inhibit travel, hence, the shorter track (advertised as the shortest parade) that has ensued in the last few years. These items were tabled to give Board members time to reconsider alternatives.
Wes made a motion to adjourn the meeting. The motion was seconded by Craig. Vote was unanimous. Motion carried. Adjournment at 8:42pm.
Next Board meeting and election of new Board officers is scheduled for April 9, 2026, at 7:00pm.
