Call to order 7:09pm – Pledge of Allegiance
Approval of August Minutes: Wes made a motion to approve the August minutes as written. Craig seconded the motion. Vote was unanimous. Motion carried.
Consent Agenda
- Creating two new director seats for the Board
- Appointing Sara Bonnebakker as “Interim Board Director” and a member of the finance committee.
Hal reminded the Board that for Sara to sit on the Board, she needed to be a paid member of FICRA which she was not. Angela said she would reach out to Sara. Given this outstanding condition is rectified, Angela made a motion to approve the consent agenda. Candy seconded the motion. Vote was unanimous. Motion carried.
Treasurer’s Report
Report was distributed at the meeting and not discussed in-depth. Please refer questions and comments directly to Hal outside of the meeting.

Standing Committees
Emergency Management/Radio Club/Neighbor Watch (Jane Tollett): Jane presented an example of a “to go” kit for the car, including a battery charger, water, portable radio, etc. in case an exit is needed or to an emergency develops. The radio club has prepared some rocket launches for needed antennas. She reported from Neighborhood Watch that basically the island has been free of crime.
Nature Center (Tom Mann): There is a need for more volunteers as those that volunteer now are mostly seniors. We also discussed having more nature inspired talks at the Nichols Community Center for islanders to get more acquainted with the island’s Nature Center.
Activities and Events Committees
Events (Angela King): Preparations are underway for the Fall Hoedown Festival. The Hoedown will include line dancing, cider tasting, a bakeoff, etc. A DJ was hired to help with music as were volunteers to teach the line dancing. We have two sponsors; This Little Pic and Ranch Real Estate (both island businesses). The next event is the Christmas Tree Lighting with Santa December 6th from 6-8:30pm.
Activities (Candy Wawro): We have a speaker, Onur Bakkur, Professor of Ethics in Technology, from Seattle University, will be speaking on the ethics of Artificial Intelligence. The talk is on Saturday, September 26th, from 7:00-8:00pm. A grant from the Humanities of Washington pays all fees. Candy also asked the Board to sponsor “Trees of Hope” by purchasing one-foot trees from the Dollar Tree for volunteers to decorate. All decorated trees will be delivered to the Veterans’ Home in Port Orchard. The Veterans’ Home is a 227-bed facility. Cost of the trees is approximately $440. Candy will solicit donations for trimmings and then host decorating evenings for the community to participate. Angela made a motion to finance the trees for $500. Craig seconded the motion. The vote was unanimous. Motion carried.
Community Awareness (Craig McLaughlin): Craig briefed the Board on the number of flights from the Tacoma Narrows Airport that circle over the island and the hazards/health impacts this brings for our island. The symptoms of jet fuel exposure are defined as short-term (acute) or long-term (chronic). Delayed or long-term symptoms include neurological and mental health (memory impairment, trouble concentrating, hearing loss, vision changes and mood shifts like depression or anxiety), respiratory issues, organ and system risks, etc. Craig has brought these issues to the Narrows Airport Board for discussion, but the flight tower has refused to change the flight patterns to avoid Fox Island for those in training or landing. Craig mentioned that he has counted over 70 in a day flying directly over the island. Craig continues to educate islanders and work to make changes in the present flight patterns.
Buildings and Grounds (Wes King): Numerous projects are underway. The garage needs siding. The garage is also a historical building as it was the island’s first fire station. It also needs repair inside where the insulation and drywall need replacing in the half that houses the generator. Wes will begin the bidding process. The front steps of the Nichols need paint. The benches around the firepit need repair as boards have rotted. Wes also mentioned replacing the locks on the building to a ring-type system that allots certain specific codes for individuals and groups. The key box code is too widely known on the island. Wes will investigate options and report back to the Board.
Old Business
Labor Day concert and car show: There were lots of positives from a great attendance, well-appreciated food truck (Stacks), to the entertainers themselves. The only negative was that the intermission may have been too long between the entertainers. Therefore, we look to shorten that piece up next year.
New Business
New lights and light-hanging service is needed. The tree out front is getting too large to decorate from the ground with a 20-foot ladder plus hanging lights from the building. Wes made a motion to allot $1500 for a service and materials to properly light the tree and building. Hal seconded the motion. The vote was unanimous. Motion carried.
A motion was made by Arlyn for adjournment. The motion was seconded by Candy. The vote was unanimous. Motion carried. Adjournment at 8:58pm.
The next FICRA Trust Board meeting is scheduled for Thursday, October 8th, at 7:00pm in the Nichols Community Center’s auditorium.
